Japan Post has paid a two-day visit to the Philippine Postal Corporation (PHLPost) as part of a program aimed at helping PHLPost to improve and optimize its mail delivery to meet growing demand, especially in e-commerce.
The visit to PHLPost’s facilities was also attended by representatives from Japan Ministry of Internal Affairs and Communications (MIC) and the Embassy of Japan. The Japanese delegates met with PHLPost officials, led by postmaster general Luis D Carlos.
Japanese expertise
Japan is keen on collaborating with PHLPost on projects that would help to improve the post’s operations, particularly at the Central Mail Exchange Center (CMEC) in Pasay City. Japanese delegates also observed and studied mail dispatch and operations in Makati Central Post Office and Quezon City Central Post Office, two of the biggest post offices in Mega Manila.
Japan has one of the best postal services and infrastructure in the world, operating approximately 24,000 post offices nationwide that provide universal postal, banking and insurance services.
According to postmaster general Carlos, the output of the visit will help PHLPost increase its operational efficiency and will contribute to the Integrated Index for Postal Development Score (2IPD) of the UPU in terms of reliability.
“Our goal is to increase the ranking of the Philippines in the UPU from rank four to six. To comply with this requirement, we need to increase the four Rs, which is reliability, reach, relevance and resiliency,” he said.
What is the 2IPD?
The UPU’s 2IPD is a composite index providing an overview of postal development around the world, with 172 countries covered in 2022. The basic input into this measurement consists of UPU data, including postal big data, official UPU statistics and key UPU surveys.
The 2IPD offers a benchmark performance score (from 0 to 100) along four dimensions of postal development: reliability, reach, relevance and resilience. In addition to revealing the relative performance of postal operators around the world, the index sheds light on how to foster postal development and maximize the efficiency of postal infrastructure.
According to the UPU, this makes the 2IPD a unique tool for policymakers, regulators, postal operators and other sector stakeholders eager to understand the role that postal services can play in the era of e-commerce.
